He went to the church and took measurements, and called me with the following details. 

25,580 Sqft grade roll base chip-seal pave 1 layer crs2 p hot asphalt 3/8 mag spec chips roll. Rubber tire roller. 

All equipment, material and labor $19,568 this includes 10% discount they give to churches.

Chip-seal is considered a dust control, and it will not change drainage.

it’s not real thick asphalt or cement where you make at least 4 inches. 

The strength is in the asphalt and Polymer. 

This does not require an permit because it is less that 4 inches.
